یہ سرودِ قمری و بلبل فریب گوش ہے۔۔۔
باطن ہنگامہ آبادِ چمن خاموش ہے۔۔۔
تیرے پیمانوں کا ہے یہ اے مئے مغرب اثر۔۔۔
خندہ زن ساقی ہے، ساری انجمن بیہوش ہے۔۔۔

In these verses Iqbal tries to explain the conflicts of principles in western culture;
Sarood e Qamri means Music by Moon, now there is a peculiar relationship between the nightingale (Bulbul) and moon, when there is a full moon a bulbul sings a song. So Iqbal in these lines explains the paradox of western culture giving similar examples that a nightingale is delusioned/confused while the music of the moon is touching the peaks,
Second line: he says that there is a revolution inside the garden but the whole garden i-e living being living in it are all quiet;
Third line: he says to west that it’s because of the level of effectiveness of your wines
Fourth line: that the drinker is happy and laughing (because if you drink you have a hang over next day and a headache and you just don’t feel right) but the people sitting around him seem to be drunk.
Summary:
Iqbal is probably trying to explain his own situation, that he being the real sinner (humility and he is being humble) but he is trying to show the righteous path to the nation that has gone astray (nation here is actually Anjuman (gathering) which has gone unconscious)
